The U.N is preparing for a Summit in China, which certain forces don't want to succeed. They will do anything to discredit the Organization. A large ship is found drifting off the Florida Keys with corpses of more than 500 Vietnamese boat people on board. It is a United Nations ship. The pressure on Secretary General Ray to resign is increased when he's sent a doctored videotape, which appears to show him involved in a murderous plot.

Shaw and his boss Hooks believe that Chinese U.N Ambassador Wong might be behind all this but Shaw soon learns that Wong is trying to get to the bottom of it too. In fact Wong is assassinated at a formal New York banquet in front of hundreds. Shaw is mistaken for the assassin himself. He is arrested and his cause isn't helped when he's "rescued" by terrorists.

The only witness to the real killer is U.N translator Julia Yates. She is kidnapped, but saved by Shaw. They are later led into a trap by a crooked cop. They narrowly escape death in a massive explosion, but Julia shoots the cop. Now she's on the run too.

There is no one they can trust, for everyone seems to be playing a double game. Friends turn out to be enemies. "Dead" people are suddenly alive and dangerous while living people are suddenly very dead.

The final drama is played out in the Security Council Chamber, a drama of life and death and shocking revelations.
